In Germany, a project team of 13 partners from business, science, and government has developed the Process Data Accelerator (P23R), a comprehensive framework for e-Service funded by the German government. The overall objective of P23R is to significantly reduce bureaucratic overhead cost for companies as well as the government. It is estimated that there are more than 10,000 different requirements to report business activities and data to administrative bodies of the German government, which result in bureaucratic costs of 50 billion € (euros) annually, mostly for companies. This paper describes the P23R concept, which is especially designed to deliver a methodology, a technology, and an organizational framework to simplify and fully automate as many of these reporting duties as possible.
