Description This study surveys the behavior of the urban poor in savings and in buyinglotteries. It aims to analyze the possibility of replacing lotteries with lottery- linkedsaving instruments issued by banks in order to boost the long term savings of thelow-income group. Data used in this study are from preliminary survey of 4,000observed poor in Bangkok. Results of the survey confi rm that lottery is the mostpopular fi nancial investment among the Thai poor in Bangkok since their face oflimited investment alternatives. Their behaviors in terms of their buying lotteryindicate the promptness of the poor in responding to the program of mobilizingtheir lottery-money to long term savings.
