Stakeholders, such as government, local authorities, light manufacturers, light retailers, and the general public should cooperate on the reformation of light pollution legislative methods, for example, the expansion of light nuisance aspects, light design and fixture control, light curfew regimes, and environmental zones for exterior lighting control. Additionally, the English government should investigate the harmful effects of light at night and take appropriate legal steps if necessary. The state and local authorities should increase their awareness of light pollution within the environmental and urban planning legislation.
