ในการดำเนินโครงการก่อสร้างโรงงานอุตสาหกรรม ประชาชนโดยรอบพื้นที่มีบทบาทในการเป็นผู้ตัดสินใจยอมรับให้มีการดำเนิน โครงการ การให้ความคิดเห็น และความห่วงใยถึงผลกระทบต่อสังคมและสิ่งแวดล้อมของโครงการ จึงมีความน่าสนใจที่จะสำรวจแนวคิดว่าในช่วงเวลาของการก่อสร้างดังกล่าวจะ เป็นโอกาสอันดีที่สังคมในท้องถิ่นพื้นที่อุตสาหกรรม จะสามารถสร้างวัฒนธรรมธรรมาภิบาลสิ่งแวดล้อมร่วมกันจากกระบวนการสื่อสารและ กิจกรรมเพื่อชุมชนได้หรือไม่ เนื่องจากโครงการต้องรายงานผลกระทบอันเกิดจากการดำเนินโครงการให้ชุมชนทราบ เป็นระยะๆ อยู่แล้วซึ่งย่อมทำให้เกิดกระบวนการสื่อสารสองทางควบคู่ไปกับการสร้างสรรค์ กิจกรรมเพื่อชุมชนโดยผู้ประกอบการอุตสาหกรรมอย่างต่อเนื่อง จากการสำรวจกระบวนการสื่อสารของโครงการก่อสร้างโรงงานอุตสาหกรรมปิโตรเคมีใน พื้นที่ตำบลมาบตาพุด จังหวัดระยอง ซึ่งเริ่มโครงการก่อสร้างในปี 2548 โดยใช้วิธีการสังเกตแบบมีส่วนร่วมเป็นหลัก ในการศึกษา พบว่า ช่วงการก่อสร้างโครงการเป็นโอกาสอันดีที่สังคมจะรู้จักฉกฉวยและต่อยอดให้ เกิดธรรมาภิบาลสิ่งแวดล้อมในพื้นที่นั้นๆ ด้วยการเพิ่มบทบาทการมีส่วนร่วมของภาคอุตสาหกรรมในการช่วยพิทักษ์สิ่งแวด ล้อมร่วมกับประชาชนในชุมชน จนกระทั่งกลายเป็นวัฒนธรรมของชุมชน ในพื้นที่อันจะส่งผลถึงการยกระดับความเป็นอยู่ และความเจริญของชุมชนให้ควบคู่ไปกับความเจริญของอุตสาหกรรมอย่างยั่งยืนThe case study of this research is the Aromatics and Reformer Project 2 in Maptaput, Rayong Province, Thailand. This study focuses on the industrial projects’ communication processes. The structure of the project was approved by the community (as required). Thus, the public hearing was carried out to allow people to express their concerns, especially on the environmental impacts. Their suggestions were taken into consideration. According the law, the researcher must inform the community of the construction of the project along with its impacts. In this project close communications and exchanges of information among community members and those who ran project were emphasized. The project result suggested that the cultivation of environmental governance should be cultivated in the community through community information sharing and through environmental observation and conservation. As such, the sustainable growth and development would be maintained in communities adjacent to industries.
