The aim of this paper is to generalize the results of the study, which concerns the functioning of communal property in Ukraine and support for the implementation of concession relations in the management of communal property rights of territorial communities. Relevance of the subject is conditioned by the need to improve the efficiency of municipal companies to best meet the needs of territorial community members for the respective services. Both the necessity and possibility to introduce concessionary relations in communal property rights management, the basic conditions of the concession contract using the example of municipal enterprise "Severodonetskvodokanal" are defined in the article as well.
Straipsnio tikslas – apibendrinti Ukrainos savivaldybių nuosavybės panaudojimo problemų tyrimo rezultatus ir pagrįsti koncesinių santykių diegimo tikslingumą valdant teritorinių vienetų savivaldybėms priklausančius objektus. Pasirinkta tema straipsnyje analizuojama vietos savivaldos įmonių teikiamų paslaugų efektyvumo didinimo aspektu. Pagrįstas koncesinių santykių diegimo tikslingumas ir išryškintos tų santykių diegimo valdant savivaldybėms priklausančius objektus galimybės, komunalinių paslaugų teikimo įmonės „Severodoneckvodokanal“ pavyzdžiu apibrėžtos pagrindinės koncesinės sutarties sudarymo sąlygos. |
