Description Brazil is presently going through its worse electricity supply crisis in fifty years. This happens after seven year efforts of market-oriented reforms, and inevitably raises the issue of whether the design and rhythm of the reform have been correct. The roots of the present crisis lie in a long period of underinvestment dating from the eighties; sector reforms were aimed at correcting this situation, but have been unsuccessful thus far. This article discusses the causes of this failure and attempts a way out of the present problems. The present crisis requires an emergency answer, but also a long term policy. I argue that such a policy must be based upon the acknowledgement that electricity demand in Brazil will tend to grow fast for the foreseeable future and that sector reform must be based upon dynamic rather than static efficiency. Furthermore, the large Brazilian hydropower system requires special treatment if we are to have investment in hydro and in thermal plants.
O Brasil está passando por sua pior crise de suprimento de eletricidade nos últimos cinqüenta anos. Esta ocorre após sete anos de esforços de reformas orientadas para o mercado, e levanta a questão inevitável de se o desenho e o ritmo da reforma foram corretos. As raízes da crise atual estão num longo período de sub-investimento a partir dos anos oitenta; as reformas do setor visaram corrigir esta situação, mas têm sido mal-sucedidas até o presente momento. Este artigo discute as causas deste insucesso e tenta buscar uma saída para os atuais problemas. A crise atual requer uma resposta de emergência, mas também uma política de longo prazo. Essa política deve basear-se no reconhecimento de que a demanda de eletricidade no Brasil tende a crescer rapidamente no futuro previsível e que a reforma deve centrar-se no investimento e na eficiência dinâmica ao invés da eficiência estática. Mais ainda, o grande sistema hidrelétrico do Brasil precisa de tratamento especial para se ter investimentos em plantas hidráulicas e térmicas.
