The aim of the article is to study the experience of the organization of the business environment through the mechanism of inclusion of community residents.Methodology / approach. The theoretical and methodological basis of the study is a systematic approach to the management and administration of socio-economic development, the paradigm of holism as a base. It also illustrates the study and takes into account the understanding of the integrity of the processes. The use of statistical methods of research, such as series of dynamics, trend and correlation and regression analysis allowed to determine the factors of correlation of community participation in the processes of its development. A sociological survey of two hundred respondents representing residents of ancestral estates and ancestral settlements of Ukraine was conducted, which allowed to identify a mechanism for improving the efficiency of the system of administration and activation of the business environment, including from the standpoint of attracting investments for the development of society.Results. The factors determining the degree of influence of participation of society and its individual inhabitants in the system of General relations are revealed. The mechanisms of increasing citizens' motivation for cooperation and mutual assistance are evaluated. The article presents the experience of the organization of the business environment in the united territorial communities of Ukraine, which is implemented through the practice of functioning of ancestral estates and ancestral settlements. Mechanisms of intensification of social-and-economic movements with activity activation of public organizations are offered.Originality / scientific novelty. For the first time, the author defined the role of family homesteads and family homestead settlement in the development of entrepreneurship in rural areas. The article also illustrates the improved approaches to the activation of the business environment of territorial communities, their coordination with public organizations and regional government bodies. The article improves the definition of the social component of entrepreneurial capital. Practical value / implications. The results of the study will be used to develop a strategy for the development of local, regional and national communities as part of the system of public administration, implemented through the initiative «from below».
https://doi.org/10.22004/ag.econ.293991Мета. Метою статті є вивчення досвіду організації підприємницького середовища через механізм інклюзії мешканців громади.Методологія / методика / підхід. Теоретичною та методологічною основою дослідження є системний підхід в управлінні та адмініструванні суспільно-економічним розвитком, парадигма холізму, як базова, з позиції розуміння цілісності процесів. Використання статистичних методів дослідження, таких як ряди динаміки, трендовий і кореляційно-регресійний аналіз дозволили визначити чинники кореляції участі мешканців громади в процесах її розвитку. Проведене соціологічне опитування двохсот респондентів, які представляють мешканців родових садиб і родових поселень України, дозволило виявити механізм підвищення ефективності системи адміністрування та активізації підприємницького середовища, в тому числі з позиції залучення інвестицій на розвиток громади. Результати. Виявлено чинники, що визначають міру впливу участі громади та окремих її мешканців у системі спільних відносин та механізми підвищення мотивації громадян до співпраці та взаємної допомоги. У статті представлено досвід організації підприємницького середовища в умовах об’єднаних територіальних громад України, що реалізується через практику функціонування родових садиб і родових поселень. Запропоновано механізми активізації суспільно-економічних рухів з активізацією діяльності громадських організацій.Оригінальність / наукова новизна. Уперше окреслено роль родових садиб і родових поселень у розвитку підприємництва на сільських територіях. Удосконалено підходи до активізації бізнес-середовища територіальних громад через координацію їхньої діяльності з громадськими організаціями та регіональними органами державного управління. Удосконалено визначення соціального складника підприємницького капіталу.Практична цінність / значущість. Результати дослідження будуть використані для розробки стратегії розвитку територіальних громад локального, регіонального та національного рівня як складова частина системи публічного управління й адміністрування, що реалізуються через ініціативу «знизу».
