This article describes the problems of small innovative businesses, established in universities. Based on the analysis of the legal framework, the study of small innovative enterprises identified and critically evaluated the practical problems of compliance with the legislation, the purpose of their creation in relation to economic activities. The directions of development improve the efficiency of their operation.
