In the definition of the investment programs, the available procedures for the selection of the projects introduce inefficiencies due to the incomplete use of the financings and to the impossibility to implement some pointers of performance when the projects are correlated. In the present research is developed and tested a model of discrete programming aimed to reduce these limits. With the use of the model is possible to select the project portfolio that achieves the objectives of the investment program and optimizes the employment of the available financings
