This paper evaluates how sustainability, smart growth and development efforts can be implemented in urban cities that have been faced with vacant land or properties. Discussion of why urban cities still operate and create policy under old paradigms but fail to implement effective sustainable development that supports repairing socially declining communities is also examined. Defining sustainability and how inner cities leaders should educate and direct policy toward sustainable development and growth are also explored with strategies to drive leaders to direct policy that engages the community, and provides advocacy to address urban issues that prevent successful sustainable growth and economic development.Keywords: sustainability, smart growth, urban city renewal, sustainable policy, sustainable development, eco-friendly development, urban city vacancy development
