Description Leadership plays an important role in determining the quality and excellence of an institution. Leadership must have firm political will, vision, and clear targets; it must hold fast to the principles of honesty, efficiency and trustworthiness, be exemplary, prudent, as well as people-friendly (PIN 2004). This study, conducted in 2007, examines the relationship and contribution of leadership integrity to the development of vision, mission and goal and in the implementation of human dimension of TQM. The sample consists of 698 respondents from 19 public MARA Higher Educational Institutions and 581 respondents from 16 private MARA Higher Educational Institutions in Malaysia. The respondents were randomly selected. Data were gathered using a questionnaire which was revised and adapted from previous instruments. Results showed that the element of leadership integrity has a positive and significant relationship with the development of vision, mission and goal and with the implementation of the human dimension of TQM Linear regression analysis revealed that leadership integrity is associated with the implementation of the human dimension of TQM elements and with the development of vision, mission and goal. The outcome of the study shows that MARA Higher Educational Institutions need integrity leadership to ensure implementation of TQM; and develop a values- based vision, mission and goal.Keywords: Integrity, leadership, Total Quality Management, National Integrity Plan, MalaysiaABSTRAKKepemimpinan memainkan peranan yang amat penting dalam menentukan kualiti dan kecemerlangan sesebuah institusi. Kepemimpinan yang berintegriti perlu mempunyai iltizam, berwawasan, menetapkan sasaran yang jelas, berpegang pada prinsip bersih, cekap dan amanah, menunjukkan teladan yang baik dan berhemah (PIN 2004). Kajian ini yang dijalankan di sekitar tahun 2007 bertujuan mengenal pasti hubungan dan sumbangan integriti kepemimpinan dengan pembentukan visi, misi dan matlamat dan pelaksanaan Pengurusan Kualiti Menyeluruh (TQM). Sampel kajian terdiri daripada 698 orang staf 19 buah Institusi Pendidikan Tinggi MARA (IPTMa) Kerajaan dan 581 orang staf 16 buah IPTMa Swasta di seluruh Malaysia. Mereka dipilih secara rawak berstrata. Data diperoleh dengan menggunakan soal selidik yang dibina dan diubahsuai dari beberapa instrumen yang terdahulu. Bagi menjawab persoalan kajian, statistik inferens, iaitu ujian korelasi dan regresi digunakan. Dapatan kajian menunjukkan bahawa integriti kepemimpinan mempunyai perkaitan yang signifikan dengan pembentukan visi, misi dan matlamat dan dengan pelaksanaan TQM dapatan dari analisis regresi linear menunjukkan bahawa integriti kepemimpinan menyumbang kepada pelaksanaan elemen TQM dan pembentukan visi, misi dan matlamat. Hasil kajian ini menunjukkan IPTMa memerlukan kepemimpinan yang berintegriti sebagai penjana pelaksanaan TQM dan seterusnya membentuk visi, misi dan matlamat berasaskan nilai.Kata kunci: Integriti, kepemimpinan, Pengurusan Kualiti Menyeluruh (TQM), Pelan Integriti Nasional (PIN), Malaysia
