For the proper development of the northern hilly area the Central Government has taken a step in 9thNov, 2000 and a new state Uttaranchal (now Uttarakhand) came out of Uttar Pradesh. The economy of this state is known as Money- Order based economy. Because scarcity of employment mostly in the rural part of this State forced the peoples to go other part and earn their livelihood. Growing unemployment, mass poverty and lack of proper infrastructure are the basic requirement of any rural region. The Central and State government launched a list of schemes and programmes to overcome such situations. For this purpose the Gandhian Approach and Techniques for integrated rural development has been analysed as an alternative path for rural development. In 2nd Feb, 2006 the Central Government started its very ambitious programme named National Rural Employment Guarantee Act (NREGA) which is known as Mahatma Gandhi NREGA from 2nd Oct, 2009. This programme guarantees one hundred (100) days of unskilled work per rural household. For the empowerment of the rural women this programme ensures that of the total workers at least one third workers should be women. More importantly, the Act aims at eradication of extreme poverty and at making villages self sustaining through productive assets creation. In this paper the study area is the Tehri Garhwal district of Uttarakhand. A sample of 100 women respondents are taken for the study purpose. In our results we can see that the condition of the rural women is improved after this programme. Now they have sufficient amount in their hands to meet there small daily expenditures. Their participation rate in the programme is more than seventy five percent out of the total beneficiary in a particular area. MGNREGA programme proves as a very effective tool for the socio-economic upliftment of the rural women.
