Innovation and technology development are closelyrelated to economic development. Governments in manycountries have launched a series of policies to encourageinnovation and the development of technology as a mean togenerate economic development. These initiatives requirecoordination and participation of a range of stakeholders,including the government, research centers, universities andcompanies. This paper shows the development of innovationpolicies in China and Taiwan as well as the different adaptationsthat have been made to their national innovation systems (NIS) inthe last 50 years, as well as inferred opportunities fortechnological cooperation beyond borders. Even though bothcountries started from very different conditions, they both havesome common elements.
