Description Collaborative governance (CG) with nonprofits has been sought aroundthe world by governments looking for innovative ways to deal withcomplex public and social issues. Yet, it has been a generic difficulty forgovernments to promote and forge CG, especially in contexts without astrong nonprofit tradition. This article, by using field studies in Shanghaiof China, argues that multiple mechanisms may arise from servicecontracting and induce collaborative governance through an unintendedlearning process. Service contracting helps cultivate mutual trust betweengovernments and nonprofits, enhances organizational development innonprofits, and gives them an opportunity to engage in communitygovernance networks. These spontaneous mechanisms create nonprofitcollaborators that make public decisions, enforce regulatory functions,and influence community governance. Public managers may makeconscious policy and management efforts to consolidate the enabling andfacilitating elements of contracting in order to maximize its potential toforge collaborative governance.
