We have pleasure in introducing the 2013 edition of Asian Journal of Public Administration. For a variety of reasons, it comes as a double issue combining two independently submitted articles and a symposium on topics related to crisis and disaster management triggered by the great Japanese triple-disaster of 2011 and guest-edited by Professor Masahiro Horie of the Japanese National Graduate Institute for Policy Studies in Tokyo.
