Description |
Public administration reform has a long history in Asia. Perusal of more than 25 years of back issues of the Asian Review of Public Administration reveals a constant stream of articles dealing with reform initiatives of widely varying types. The drivers of reform have also varied through time according to changing circumstances and intellectual influences. The latest to come and go has been New Public Management (NPM), the market-oriented approach to public administration that swept across the world from a small group of Western countries starting in the 1980s. NPM had a differential impact in Asia where governments often failed to show much enthusiasm for the NPM menu of reforms. In a few countries, notably Singapore and Malaysia, there was considerable take-up of NPM solutions while in others, such as South Korea, NPM imports were re-engineered to fit local conditions. But, in many cases, governments were reluctant to experiment with initiatives that seemed to involve ceding state power to other actors in society, notably the private sector.
