The last few decades have witnessed the rising profile of the Non-governmental Organizations (NGO), the so-called third sector - in development processes and policy initiatives. The overwhelming expectations placed upon them have brought into focus some logistic implications of the real participatory initiatives as also the constraints involved in reaching the poor. The present article discusses the interaction of NGO as an agency with other working groups of the society including Government.
