Description Entrepreneurship and small businessdevelopment, poverty alleviation, wealth creation andcorruption are some of the major concerns facingdeveloping economies. This has become a subject ofdebate among the academics and interest groups atnational and global levels. Therefore, the objective ofthis paper is to make a theoretical assessment of theprogress the Nigerian government and the organizedprivate sector have made so far to reduce poverty,increase employment opportunities and create wealthfor the citizens through strategic approaches to smallbusiness and entrepreneurship development. The paperis descriptive and reviews literature on poverty, smallbusiness, entrepreneurship, corruption and theprograms initiated by government to stimulate Smalland Medium Scale Enterprises (SMSEs). The activitiesof Small and Medium Enterprises Development Agencyof Nigeria (SMEDAN), for example, were assessed.Literature findings indicate that in spite of the hugeinvestment, corruption, ineffective policies, insecurityand so on militate against the growth and developmentof SMSEs in Nigeria. The paper recommends amongothers, the judicious use of borrowed funds, intensifyingwar against corruption by government andinternational communities, tackling the insecuritychallenges, improving the poor state of infrastructure inthe country and so on. The paper adds value toknowledge in the sense that it draws a theoretical linkbetween entrepreneurship and small businessdevelopment and poverty, unemployment andcorruption in the Nigerian context.
