The first part of this paper, I described the problem of innovation in all modern hierarchical organizations. It identified the following innovation paradoxafflicting all hierarchical organizations, such as corporations, government organizations, military, universities, and other types. Organizations must innovate to stay in business. Deming described this organizational requirement asthe need forConstancy of Purpose. At the same time, it is impossible to innovate in all hierarchical organizations due to various systemic constraints, presented in the first part of this paper. Demingcharacterized this issue as the management disease #1 – Lack of Constancy of Purpose for innovation of new products and services. In this paper, I further elaborate on organizational reasons and barriers that starve and impair innovation in the enterprise. This thesis then explores and offers a universal and practical solution to eradicate this defect from all organizations, solve the innovation paradox, and heal the root of this management disease. The paper bases its analysis on author’s empirical studies, and theoretical and practical works by W. Edwards Deming, Elliott Jaques, Frederick Winslow Taylor, and other theorists.
