Description Since 2010, the Republic of Montenegro has been a candidate country for membership in the European Union (EU) and undertaken a wide variety of institutional reforms to meet that end. The EU’s expansion into Central and Eastern Europe (CEE) has created a more comprehensive set of standards for administrative capacity than the requirements placed upon founding member states, and although no agreed upon standard has been formalized by leaders at the supranational level, international institutions such as the Organisation for Economic Co-operation and Development (OECD) and scholars alike have identified the convergence of reforms around a European Administrative Space (EAS), where reliability and predictability, efficiency and effectiveness, openness and transparency, and accountability are the guiding principles of reform. In order to gain an understanding of how and why EU and Montenegro leaders crafted reforms from 2003 to 2011 to meet EU accession standards, this article examines two reform documents through an institutional isomorphism framework (DiMaggio & Powell 1983) and unveils their intersection with EAS principles.
