Description Effective Labour force management enables employees to contribute effectively and productivity to the overall company direction and the accomplishment of the organization’s goals and objectives. Labour force development is administrative activities associated with labour forces planning, recruitment, selection, orientation, training, appraisal, motivation and also a functions within an organization that focuses on people. Top management in many organisation have not realised the value created by the labour force in their organisations. In the telecommunication industry majority of employees are poorly paid, the working environment is unfavourable and there are less trainings. The top management keeps victimizing the employees leading to huge labour turnovers, absentiseem and inadequate job ownership. This paper therefore sought to evaluate the role of labour force development strategy on employees’ productivity of telecommunication industry. A comparative study was undertaken between MTN and TIGO RWANDA. Past and previous studies were reviewed with the aim of identifying research gap and endeavored to fill the knowledge through this current study.This study was achieved by employing a descriptive survey and comparative research design on a sample of MTN Rwanda and TIGO for representativeness. The population of interest of this study included the Managers, immediate supervisors, clerks and support staff who have served in MTN and TIGO Rwanda for four years and above. The total population of the study comprised of 84 Managers, immediate supervisors, clerks and support staff in MTN and TIGO. The sample size was calculated based on Yamane (1967:258) formulae. A sample size of 69 respondents was selected using this formula. Using questionnaire, document analysis, financial statements and interview guide on selected participants from a population of the two companies, research data was collected. Stratified and simple random samplings were employed sampling all respondents at the selected firms in Kigali. The data was analysed descriptively with the use of analysis techniques which included inferential statistics whereby Statistical Package for Social Science (SPSS) version 21.0 was used. Findings were presented by use of figures, tables and percentages. Based on the analysis, the study found that labour force development strategy is very vital to any organizations ranging from small to large scare enterprise since it is well known that no business can exist entirely without human being also that one of the major functions of human resource development is the engagement of people to work in order to achieve sales growth and profitability. Based on the findings of the study, the researcher recommends that organization should inculcate the habit of attending seminars and conference, the company should make sure that the effort of employers are appraised from time to time to find out how they contribute to the achievement of organizational goals and also educational qualification must be a pre-requisite for the recruitment, selection promotion and placement of workers.
