Employment Guarantee scheme is a new concept in India, but it has a long past since 1817. In Britain Poor Employment Act was passed in 1817 to ensure employment to the poor. MGNREGA works are largely focused on land and water resources which include: water harvesting and conservation, soil conservation and protection, irrigation provisioning and improvement, renovation of traditional water bodies, land development and drought proofing. The paper critically evaluates the overall success of the MGNREGA in the light of a case study on Birbhum district of West Bengal.
