Description As many as strong irrigation WUAs, weak and collapsing WUAs are increasing in central Ethiopia, though return from irrigation is attractive. A situation where a strong and a weak WUAs irrigate side by side motivates this study. The study investigates factors of differences of status of two neighboring WUAs (Weyo Gabriel: strong, Bade Gosa:Weak WUA) in central Ethiopia using qualitative analysis of data interviewed in 2014. The findings show: 1) The Strong WUAs elects to all the available positions executives who effect their responsibility and communicate financial reports in time to members. 2) Leadership and leader-members bondage is a pillar of strength and it entails several implications. 3) Expectation of support from exogenous institutes is higher in the weak than in the strong WUA. 4) Rather than the weak the strong WUA abide by land regulation; has more cultural and age homogeneity. 5) Credit is alternative finance to members' contributions for scheme maintenance, but credibility to lenders is better in the strong WUA. 6) Both WUAs do not face water scarcity and market constraint. Therefore, to sustain WUAs and improve their performance, checking leadership and leader-members bondage, reporting finances in time, seeking alternative finances and increasing social capital are essential.
