This survey research aims to develop an effective framework for less-than-truckload carriers’ collaboration. The research collected and analyzed data from in-depth interview, 50 questionnaires, and a focus group meeting. The results from the study indicated that the proper framework can be described as follows. a central company must be officially formed as a corporation and provided specific standard qualifications for members. Members must have close relationships and there must not be overlapping route and services among members. A Central company ought to have clear standard for business administration, operation process, financial process, and verification process, including stipulated scope of service and responsibilities etc. Developed framework will be successful when members share the same vision and stand on a common ground, willing to grow the business together with partners. Members concentrate on enlarging service areas or service levels together with reduce the conflict of benefit which could help to increase the trust among members.
