Description A large part of Romania’s population lives in the rural environment, in communes and in their composing villages. However, there is an important gap in what concerns the administrative action, access to public services and the general development level, between the urban and the rural environment. The paper at hand aims at performing an assessment of the rural space state, from an administrative perspective, starting from the general characteristics of communes in Romania. This evaluation represents the benchmark for identifying major ways for action in the administrative reform of the rural space.
