Introduction The impact of globalization processes on the biosphere has become a major concern in recent decades. In response, a growing body of literature devoted to examining the relationship between globalization, (particularly trade) and the environment, has emerged. These works have, however, tended to neglect the context in which policies are developed. Rather than appearing in a vacuum, efforts to promote ecological sustainability as a policy agenda take place within the context of growing pressures toward a more liberal global political economy.
