iS statement suggests the possibility of a significant role for local groups such as the Women's Action Centre Against Violence (WACAV) in making positive changes for women's safety. Our intent in this paper is to critically examine this claim by juxtaposing our knowledge of two community organizations in Ottawa with broader discussions about the extent to which local political action is likely to be progressive, given the combined trends of globalization and the changing nature of the state.
