The clarion call for "total mobilisation" with which the Canadian Labour Congress (CLC) concluded "The Battle of the Eighties: Trade Union Rights vs Corporate Power," captures the challenge facing Canadian labour. The economic crisis which began in the seventies has led to new corporate and state initiatives to promote restructuring which poses a threat to previous gains made by Canadian workers: free collective bargaining, social security and macro-economic policies to maintain "high" (if not full) employment. Yet state-sponsored restructuring may not take place on terms. dictated by capital if the CLC can develop an effective strategy for "total mobilisation."
