The miners' strike of July 1989 marked the emergence of the working class as an active political force, whose attitude toward the reform of the economic system will be a decisive factor in determining the shape of Soviet society for years to come. The appearance of a workers' movement, for the first time in over sixty years, has given rise to an intense ideological struggle for its allegiance among liberals of different shades, partisans of a reformed bureaucratic system, and socialists. So far, this has been a rather one-sided struggle favouring the liberals, who enjoy privileged access to the means of mass communication.
