Description NPV analysis is used to evaluate overall costs and benefits in the cigarette industry in Indonesia. This research concludes that the existence of the cigarette industry is shown to cause losses to society, based on a negative NPV value using a normal discount rate of 24% (Moll, 1989) and an IRR of 27%. An IRR value of 27% is too high compared with the current interest rates in Indonesia of 12% to 15%.
Based on the results of the analysis, it is hoped that the government will determine policy related to the existence of the cigarette industry in Indonesia paying particular attention to overall societal welfare. The government should not only weigh the benefits received, but also weigh the losses which must be carried by others in society. The cigarette industry should develop research to try to find new products with safer materials so that cigarette consumption by both active and passive smokers is not as dangerous to consumers' health. Smokers should be more aware of the threat from cigarette consumption as active smokers, as well as for their families as passive smokers.


Abstract in Bahasa Indonesia :

Analisis NPV digunakan untuk menilai cost dan benefit secara keseluruhan di industri rokok di Indonesia. Penelitian ini menyimpulkan bahwa keberadaan industri rokok terbukti merugikan dengan hasil penghitungan NPV yang negatif pada tingkat discount rate yang wajar yaitu sebesar 24% (Moll,1989) serta tingkat IRR 27,00%. Tingkat IRR 27,00% menjadi terlalu tinggi jika dibandingkan dengan nilai suku bunga yang berlaku di Indonesia saat ini yaitu 12% sampai 15%.
Berdasarkan hasil analisis, diharapkan pemerintah dapat menentukan kebijakan yang berhubungan dengan keberadaan industri rokok di Indonesia, dengan mempertimbangkan kesejahteraan sosial masyarakat secara keseluruhan. Pemerintah tidak hanya perlu mempertimbangkan keuntungan yang diterima dari industri rokok tetapi juga mempertimbangkan kerugian yang harus ditanggung oleh masyarakat. Industri rokok dapat mengembangkan penelitian untuk mencoba menemukan produk baru dengan kandungan bahan baku yang lebih aman sehingga pengkonsumsian rokok oleh konsumen baik secara aktif maupun secara pasif tidak membahayakan kesehatan konsumennya. Perokok hendaknya meningkatkan kesadaran akan ancaman yang merugikan dari pengkonsumsian rokok selaku perokok aktif maupun bagi anggota keluarganya sebagai perokok pasif.
