This essay is based on the fact proven by research that today's co-operation between civil organisations in Hungary is incidental. However, the question is, and we receive an answer to this rarely or not at all, which theoretical and practical causes we can specify here. The author is therefore attempting in the following to outline the socio-historic, welfare-politic and practical motive system which provides a basis for the non-co-operative practice of the civil organisations and based on which more effective programs and interventions can be applied in order to support the collaborative practice.
