Description The Conselhos de Auscultação e Concertação Social (CACS) of Angola are spaces of participatory governance, where local authorities have to consult and be accountable to society. Despite limitations in the creation, design and implementation of these spaces, they have great potential for transformation, as they institutionalize the participation of society in local governance. Power dynamics determine to what extent the CACS are participatory and the relevance of the processes of change they open up. Therefore, the social stakeholders should seize the opportunity of political dialectics engaging critically with the CACS.
The study contributes to understanding the dynamics, challenges and opportunities arising around the CACS. In general, it highlights the importance of examining the different types of power and deepening in the local context and dynamics when you are studying participatory spaces of local governance.

Los Conselhos de Auscultação e Concertação Social (CACS) de Angola son espacios de gobernanza participativa, donde las autoridades municipales deben consultar y rendir cuentas a la sociedad civil. Pese a limitaciones en la creación, diseño y puesta en práctica de estos espacios, tienen gran potencial de transformación, pues institucionalizan la parti-cipación de la sociedad en la gobernanza local. Las dinámicas de poder determinan hasta qué punto los CACS son participativos, así como la relevancia de los procesos de cambio a los que dan lugar. Por ello, los agentes sociales deberían aprovechar la oportunidad de dialéctica política participando críticamente en los mismos.
El estudio contribuye a comprender las dinámicas, desafíos y oportunidades que surgen entorno a los CACS. A nivel general, pone de relieve la importancia de examinar los distintos tipos de poder y profundizar en el contexto y las dinámicas locales cuando se están estudiando espacios participativos de gobernanza local.
