Andaian utama dasar penswastaan ialah kecekapan ekonomi meningkat apabila kegiatannya dikendalikan oleh pihak swasta. Sekaligus, kesejahteraan penduduk akan turut meningkat. Hakikat ini telah benyak didokumenkan dalam kajian-kajian lepas yang kebanyakkannya tertumpu kepada kesan penswastaan da;a, pasaran buruh amat kurang sekali. Malahan, sepanjang yang diketahui ia belum pernah dilakukan di Malaysia. Inilah yang menjadi tujuan utama kertas ini di dalam usaha menampung kekurangan kajian tersebut. Dalam keretas ini ditunjukkan bahawa dari segi teori iaitu berasaskan pengubahsuaian terhadap model Haskel-Szymanski (1993), penswastaan menyebabkan permintaan terhadap buruh berkurang. Malahan bahagian empirik kertas ini menunjukkan bahawa hipotesis yang berasaskan teori ini adalah disokong oleh data daripada proses penswastaan Jabatan telekom Malaysia. Ini adalah akibat langsung daripada perubahan objektif syarikat yang diswastakan, iaitu daripada kebajikan sosial kepada keuntungan maksimum. Namun begitu, jika pasaran diliberalisasikan kesan negatif ini akan dapat dikurangkan. ABSTRACT Improving economic efficiency in order to increase society's welfare is the prime argument for implementung privatisation policy. The success of this policy in the goods market has been well documented in many past studies. However, studies on its impact on the labor market have been few and far between. Infact, there has been no such study ever conducted in Malaysia and this paper attempts to fill the current gap in the literature on the impact of privatisation on the Malaysian labour market. Inthis paper it is showwn that, based on a modified model of Haskel-Szymanski (1993), privatisation tends to reduce the demand for labour. An empirical test conducted using data related to the privatisation of the Telecommunication Department Malaysia appears to support the prediction of the model. The reduction in the demand for labour is attributable to thechange in firm's objective from social welfare to profit maximisation. It was also found that the liberalisation can reduce the negative impact of privatisation on the demand for labour.
