Description This study approaches the public organizationsand their organizational culture by taking intoaccount the gender factor. More specifically, itwill approach women’s presence in the leadershippositions of public organizations, the influence ofthe culture of public organizations in the promotionof women in middle and top management positions,and it will finally identify the defining characteristicsof the organizational culture of the institutions ledby women in comparison to those led by men.Our study is based on a research conductedin Bistriţa-Năsăud County, Romania in 2008 byapplying a questionnaire in 12 public organizations.The questionnaire included 16 questions, sevenof which were open questions, and it was appliedto 25 women occupying different middle and topmanagement positions in public institutions. Theconclusions of the research confirm the existenceof some clear differences in the organizationalculture of women-led and respectively men-ledpublic institutions. At the same time, the studyidentifies possible causes of the low presence ofwomen in the public top management positionsin contrast to their high presence in the executivepositions.
