Description |
The article analyzes the problem of ICT withinthe larger topic of free access to public information.The first part consists of a presentation of therelevant ideas related to this topic and a shorthistory of the evolution of the legal frameworkregulating access to public information. The secondpart links this topic with the issue of organizationalperformance and discusses its relevance at thelevel of local public administration. The paper isconcluded by a brief analysis that attempts todemonstrate, based on empirical data, that in theRomanian public institutions ICT is used primarilyas an information-offering tool, a channel to informthe citizenry and not as an interactive interfacebetween communities and public institutions, aninterface that can enable citizens to monitor andcontrol (to a certain degree) their interaction withthe public sector.
