Description All the decision processes in relation to evaluation and ranking of the options have their own importance according to their performances. Option evaluation is a concept relatively dependent on the people in charge of decision and their knowledge, in a way that it would increase the level of uncertainty in decision processes. In addition, all the proposed methods, in order to have the knowledge of the experts for evaluation and assessments of the options, use the supporting expert decision systems which could provide a logical answer to such need. The first step of a decision process is assessment of the options and in the second step the options would be ranked according to their performance obtained from the results of the first step. ELECTRE 1 is one of the practical methods in ranking of the options in the real world such as ranking the providers or contractors. Due to this method's weakness in precise and efficient ranking of the options, in this paper a new enhanced ELECTRE 1 method based on phase theory is presented to improve the mentioned drawbacks and ambiguities. The ability of this method, in comparison to TOPSIS is also demonstrated by numerical examples.
