Description According to nowadays competitive environment, planning appear to be significant more than ever in order to achieve better production and services, costs reduction, and increasing the performance, quality improvement programs are implemented to increase the production and services quality in small industries. The goal of this paper is to analyze the components of business plan. This study is applicative in its goals, and statistical in implementation. All of the personnel and managers of small industries in 2011 were chosen as the statistical branch. 242 of 8600 people were chosen as the sample size. A questionnaire with 16 questions and reliability coefficient of 97% was used to collect data. Further data analysis was conducted with using a Chi-Square; the research demonstrated that there is a significant correlation between the quality improvement program implementation, personnel attitude toward planning and business plan preparation. But results show that there is not a significant relation between Managers’ attitude toward planning and business plan preparation.
