In this article, It is argued that the stage Turkey has arrived in the course of political modernisation can best be described as neo-patrimonialism. It is also underlined that modernization movements have not been able to rationalize the regulatory power/political authority and thus traditional center periphery conflict continues to prevail rather than wither away. Within this context it is also argued that institutional structures of political modernity that is political parties and democracy can not function in correct way and fulfill their function. In the final analysis it is stressed that the greatest drawback on the road towards the political modernization that is to democracy is paternal and authoritative mentality.
Bu çalışmada Türk siyasal modernleşmesi sonunda varılan kertenin neopatrimonyalizmle örtüşür bir görüntü içinde olduğu ileri sürülmektedir. Modernleşme hareketlerinin düzenleyici/siyasal otoriteyi rasyonalleştiremediği ve geleneksel merkez çevre ayırımının hala devam ettiği vurgulanmakta ve siyasal modernliğin tezahürleri olan siyasal partilerin gerçek işlevlerini yerine getiremedikleri anlatılmaktadır. Bu çerçevede demokratikleşme önündeki en büyük engelin otoriter ve ataerkil zihniyetin bulunduğu detaylı bir biçimde izah edilmektedir. |
