Description In the early 1990s, large Spanish cities began to apply the fi rst strategic plans to initiate transformation processes in their physical spaces and productive sectors. The second generation strategic plans launched in the following decade includeed more immaterial objectives associated with improving citizens’ quality of life and involved key social actors from the city in their design and implementation. The case of Móstoles, located in the metropolitan area of Madrid, is an example of a city that undertook a process of strategic planning, based on the active participation of its citizens, to develop the city in the long term. This planning process has become a tool for transforming the administrative culture of the City Hall and for government accountability to citizens regarding the degree to which the objectives of the plan are fulfi lled and its political performance.
