Certain growh and macroeconomic theories support the popular perception that htere is a primacy of the Dept. I over the Dept. II, both in actual historical reality as well as in the Marxian theory.Among the never theories,the Regulation Aproach is a well known representative of this case.The paper revieww the theorical foundations of this thesis and argues that it is erroneous both on theoretical and empirical grounds.
