Environmental licensing has been at the forefront of debate about how Brazil can unlock infrastructure concessions and execute projects more efficiently. Marilene Ramos, former director of the Regulation and Infrastructure Studies Center of Getulio Vargas Foundation and now president of the Brazilian Institute of Environment and Renewable Natural Resources (IBAMA), believes that the environmental agency will perform better when to increase transparency and reduce discretion, it eliminates duplicate procedures and spells out the remaining procedures clearly in manuals. Ramos, who has also been secretary for the environment in Rio de Janeiro state and president of the Rio de Janeiro State Environmental Institute, notes, however, that delays in infrastructure projects will be completely eliminated only when Brazil defines which projects are most important: “We need higher-level guidance to clearly define for the environmental area which projects are of strategic importance for the country’s development.”
