Creative and gifted people are the energy for any society seeking to achieve the highest level of avancement and civilization becuause they represent the imaginative power enabling the society to go beyond the boundary of classical patterns in thinking and perfroamnmce; directing it to a new scientific era; empowering it to demolish the walls of the imitation and tradition in order to generate new and useful ideas in any field. The research problem stems from the fact that the contemprary Arab scoiety does not support creative and gifted people either in the insepection process of them or develop their skills. This guids us to investigate this issue in a way where we can develop a paractical appraoch of rasing the awarness of the importance of supporting creative and gifted people since they are the corner stone for the scientific revolution and technological advancement in any society.This research aims at representing the most fundamental framework of research in the field of creativity and giftedness related to the subject under investigation; emphasizing the importance of the certified professional and applied rehabilitation in creativity and giftedness and showing its rationale; developing the framework of that kind of rehabilitation; suggesting the key characteristics of the specialized centre of certification in creativity and giftedness; and putting forward a set of practical recommendations facilitating the process of supporting creativity and giftedness in the Arab World. Many aspects showing how significant this rsaerch is. One aspect is that it is a pioneer project globally since the researcher has not found a comparable project in any part of the world. Secondly, it enhances the accumulated attempts of Arab renaissance and enriching them methodologically, intellectually, organizationally, and practically. Thirdly, it supports the original scientific effort in the fields of cognitive psychology, organizational behaviour and special needs in Arab society according to its own culture.
