question" whether Canada could remain both united and distinct from the United States his question remains unanswered. Talk of annexation to the United States may have abated slightly since Smith's day but the other half of the conundrum, the fragility of Canadian federalism and political unity, seems destined to remain indefinitely a subject of preoccupation.
