Newfoundland's merchant class has often been described as a "fishocracy". This description reflects three fundamental assumptions about Newfoundland: the primacy of fish in the Newfoundland economy; the presence of a solidary ruling class whose ascendancy was based upon their control of the fishery; and by extension, the existence of a class of oppressed and powerless fishermen.
