The author proposes a three-level approach to the impact assessment of the implementation of the electronic government projects, where the criterion intended to distinguish the levels is the area of benefits. This approach puts together the criteria for the classification of the benefits received as a result of the computerization of government authorities, allows to identify the problem areas for each direction, and specifies the instruments intended to eliminate such problem areas.
Предложен трехуровневый подход к оценке последствий реализации проектов электронного правительства, критерием к выделению уровней в котором является область получения выгод. Данный подход формирует критерии для классификации выгод, получаемых от информатизации органов государственной власти, позволяет выявить проблемные точки по каждому из направлений и уточняет инструментарий для их устранения. |
