Description การศึกษาเรื่องนี้มีวัตถุประสงค์เพื่อวิเคราะห์การจัดการด้านพลังงาน/ลด ภาวะโลกร้อนของเทศบาลตำบลเมืองแกลง และเพื่อสังเคราะห์เป็นบทเรียนสำหรับองค์กรปกครองส่วนท้องถิ่นอื่น เก็บรวบรวมข้อมูลโดยการสัมภาษณ์ผู้บริหารและบุคลากรของเทศบาล ผู้นำชุมชน และประชาชน การสังเกตการณ์ในพื้นที่ และจากเอกสาร การวิเคราะห์ข้อมูลได้ประยุกต์การพิจารณา 4 มิติของ Balanced Scorecard ผลการศึกษาพบว่า ด้านประสิทธิผล เทศบาลได้ดำเนินโครงการและกิจกรรมด้านอนุรักษ์พลังงาน/ลดภาวะโลกร้อนอย่าง ต่อเนื่อง ด้านกลุ่มเป้าหมาย ประชาชนและบุคลากรของเทศบาลได้มีส่วนร่วมในการดำเนินการในระดับสูง ส่วนใหญ่มีความพึงพอใจต่อการดำเนินงานของเทศบาล ด้านการบริหารจัดการ มีการกำหนดผู้รับผิดชอบชัดเจน ตามระบบการจัดการสิ่งแวดล้อม (ISO 14001) มีนโยบาย แผนงาน และโครงการที่ครอบคลุม มีการจัดสรรงบประมาณอย่างเพียงพอ และมีการติดตามประเมินผลอย่างเป็นระบบและต่อเนื่อง ด้านการเรียนรู้และพัฒนา มีการพัฒนาบุคลากรทุกระดับ มีการปรับปรุงกระบวนการทำงาน โดยนำระบบ ISO 14001 มาใช้ และมีการนำเทคโนโลยีที่เหมาะสม และราคาไม่แพงมาใช้ในการดำเนินกิจกรรมลดภาวะโลกร้อน บทเรียนสำหรับองค์กรปกครองส่วนท้องถิ่นอื่น ได้แก่ 1) การให้ความสำคัญกับการจัดการพลังงาน/ลดภาวะโลกร้อน 2) การสร้างความรู้ ความเข้าใจ และความตระหนักแก่ชุมชน 3) การใช้เทคโนโลยีที่เหมาะสม 4) การพัฒนาบุคลากร และ 5) การสร้างความร่วมมือกับหน่วยงานภายนอกThe objectives of this study were: 1) to analyze energy management/global warming mitigation of Muangklang Municipality; and 2) to synthesize the findings into lessons for other local authorities. Data were collected by interviewing administrators and officers of the municipality and local leaders and people, observing the practices in the area and studying relevant document. The 4 perspectives of BSC were employed for the analysis. The study results revealed that for the effectiveness perspective, the municipality has carried on the energy conservation and global warming mitigation activities continuously. The municipality consequently received several awards. For the target group perspective, local people and municipality officers had good participation and were satisfied with the practices. For the management perspective, the municipality assigned responsible persons according to the ISO 14001 system, initiated policy, plans and projects, allocated sufficient budget, and regularly monitored and evaluated the implementation. For the learning and development perspective, the municipality has developed all relevant officers, adopted the ISO 14001 system, and utilized appropriate and inexpensive technologies. Lessons for other local authorities are: 1) paying attention to energy management/global warming mitigation; 2) building knowledge, understanding and awareness of local communities; 3) adopting appropriate technologies; 4) developing human resource; and 5) cooperating with external agencies.
