Description บทคัดย่อ            บทความนี้ได้เสนอว่า “การพัฒนาที่ใช้ชุมชนเป็นฐาน” เป็นแนวคิดที่สำคัญมาก แต่ปัญหาคือ ความคิดว่าด้วย “ชุมชน” ยังมีความคลุมเครือ บทความนี้จึงต้องการแก้ปริศนาดังกล่าว โดยผ่านการศึกษาแนวคิดคลาสิก แนวคิดวัฒนธรรมชุมชน และวิวาทะที่มีชื่อเสียงระหว่างแนวคิดชุมชนาธิปไตยกับแนวคิดเสรีนิยม ผลการศึกษาพบว่า “แนวคิดชุมชนาธิปไตยที่รับผิดชอบ” ที่เสนอโดย Amitai Etzioni และ “แนวคิดพื้นที่ที่อยู่ระหว่างเสรีนิยมกับชุมชนาธิปไตย” ของ Kenneth A. Strike เป็นแนวคิดที่น่าสนใจและเป็นทางออกสำหรับเสริมสร้างชุมชนขนาดใหญ่ที่ประกอบด้วยชุมชนขนาดย่อย มีเอกภาพภายใต้ความแตกต่างหลากหลาย มีความใกล้ชิดควบคู่กับความเป็นตัวของตัวเอง และมีความเห็นอกเห็นใจต่อคนแปลกหน้า สำหรับการพัฒนาในยุคโลกาภิวัตน์จะต้องส่งเสริมระบอบการจัดการภาคีสาธารณะแบบใหม่ ที่มีภาวะผู้นำแบบรวมกลุ่ม อภิมหาเสวนา และการมีส่วนร่วมในระดับของการจัดการตนเองคำสำคัญ:  การพัฒนาที่ใช้ชุมชนเป็นฐาน ชุมชนาธิปไตย ภาวะผู้นำแบบกลุ่ม อภิมหาเสวนา Abstract            This article presents “community-based development” as an important approach. But because of its vague concept of community, this article aims to solve  such a problem through exploring classical approaches, the community culture approach, and a polemic between communitarianism and liberalism. The study finds that Amitai Etzioni’s concept of “responsive communitarianism” and Kenneth A. Strike’s concept of “the space between liberalism and communitarianism” are interesting and become a way to cope with of this problem through promoting a large - scale community of communities, diversity within unity, intimacy with individuality, and sympathy with strangers. The study proposes that development in the globalization era should be highly effective with the promotion of the regime of new public governance, collective leaderships, megalogue, and participation at the level of self management.Keywords: Community-based Development, Communitarianism, Collective                  Leadership, Megalogue
