Description น้้าเป็นทรัพยากรหลักที่มีความส้าคัญอย่างยิ่งต่อการด้ารงชีวิตและการพัฒนาประเทศ การพัฒนาทรัพยากรน้้าเพื่อการพัฒนาอย่างยั่งยืนจึงเป็นสิ่งจ้าเป็นอย่างยิ่ง ประเทศไทยมีการพัฒนาทรัพยากรน้้าตามยุคสมัยตั้งแต่สมัยกรุงสุโขทัยจนถึงปัจจุบัน การพัฒนาแหล่งน้้าในอดีตเน้นประโยชน์ด้านการเกษตร การคมนาคม การค้าขาย และความมั่นคงเป็นส้าคัญในยุคปัจจุบัน นอกจากเน้นประโยชน์ดังกล่าวแล้ว ยังเน้นการพัฒนาพลังงานและทรัพยากรประมงด้วย ในสมัยรัชกาลที่ 9 เป็นยุคที่มีการพัฒนาแหล่งน้้าที่ก้าวหน้าที่สุดกว่ายุคใด ๆ ที่ผ่านมา เนื่องจากพระบาทสมเด็จพระเจ้าอยู่หัว รัชกาลที่ 9 ทรงสนพระทัยและทรงพระปรีชาสามารถอย่างสูงเกี่ยวกับการจัดการทรัพยากรน้้า บทความนี้ได้เสนอปัจจัยการพัฒนาทรัพยากรน้้าอย่างยั่งยืนที่แตกต่างจากของผู้อื่นที่เขาเน้นความสมดุลของเศรษฐกิจ สังคมและสิ่งแวดล้อม ส้าหรับการพัฒนาแหล่งน้้าจะยั่งยืนได้ต้องประกอบด้วยปัจจัยส้าคัญ 3 ประการ ได้แก่1. การมีส่วนร่วมของภาคประชาชนและเอกชน 2. ต้องมีการพัฒนาทรัพยากรน้้าอย่างต่อเนื่อง และ 3. ต้องมีการถ่ายทอดภูมิปัญญาไทยสู่คนรุ่นต่อไปขาดปัจจัยใดปัจจัยหนึ่งจะท้าให้การจัดการทรัพยากรน้าเกิดความยั่งยืนมิได้Water resources are very important for human survival and national development. Sustainable development of water resources is highly necessary. Water resources development in Thailand has emerged since sukothai period. Former water resources development emphasized advantages of agriculture, transportation, trading and national security. Currently, those advantages have been expanded to cover energy and fishery developments. Progress of water resources development during the King Rama IX period is the most prominent in this country. King Rama IX has been personally interested in water resources management since the beginning of his accession to the throne. His skill on water resources development is excellent. This article has presented three essentials for water resources sustainable development which are different from those elsewhere such as 1) public and private sectors participation 2) continual development of water resources and 3) transfer of Thai wisdom and culture on water resources development and management to the successive generationsWithout any one of these factors, sustainable water development may not be achievable.
